Are French and German trains typically on time?

I’m planning a trip across both countries with several stops per day of about 10-60 minutes each. I’ll be using the TER trains in France. According to the schedule I can make all the trains, but in real life are the trains on schedule? Japanese trains are always on time and can be counted on. Can the same be said for France and Germany?

  1. It usually can be confirmed, unless the train workers are on strike.

  2. I haven’t used the French train service recently, but for the German I can vouch - whenever I had a short stopover I was concerned with the time, but they were always impeccably on time. Trust me, nothing to worry about in Germany, unless of course there is a strike going on.
