The ice is covered with mats, and then the basketball court is laid on top of those mats. I’ve watched this transition in progress. The mats are there to insulate the ice, and to prevent condensation on the basketball court.
Actually, one of the coolest experiences I’ve had in a pro arena is when I was videotaping a basketball game at Madison Square Garden. I was sitting on the edge of the court, and below the court, saw those mats. I touched the mats, and felt the coldness of the Garden ice underneath.

NO they put wood planks on top of the ice. The ice underneath is being frozen underneath that. Such as msg when they have rangers and knicks games.
