How to interrupt opponent RC frequency without interrupting my own RC Car?

But my question is.. Is there a special device that would just interrupt the frequency without knowing the other person’s frequency?
Like a cell phone jammer, but for low frequencies.

You have to know the frequency that the other guy is using. You will then need your own transmitter in that frequency to mess him up.
If he is using a 2.4Ghz system, like a Spektrum or Futaba FASST system, you cannot do it.
You can jam anyone with powerful enough transmitter. The better knowledge you have of the victim receiver carrier and bandwidth, the more efficiently you can do this.
Radios on 2.4GHz are susceptible and so are those in VHF.
If you were serious about doing it, you would use a frequency synthesizer set to the center frequency of your victim’s receiver, then apply a modulation with the same bandwidth of the carrier you wish to jam.
To target a specific car you’d need to know the frequency of that car’s transmitter. You can get this information up close by observing the channel number on the transmitter itself or covertly with a device called a spectrum analyzer equipped with a preamp and directional antenna.
