What does it mean when someone is placed on restricted retired list in baseball?

I have a friend who plays minor league baseball and he was placed on restricted retired list. What exactly does that mean?

  1. I’m not entirely sure this is correct but I assume it means that he is retired but the team he last played for retains his contract rights if he decides to play again. If was in say the Cubs organization he couldn’t come back and sign with the White Sox unless the Cubs gave up the rights to him.

  2. Its when a player retires early and then tries to come back but a the team he retired from still owns his rights until his contract runs out
