Since he wasn't president until the 21st Century (Jan 2001), he doesn't even rank in the past century. Future historians will judge his presidency according to their own views of things just as current historians judge past presidents. Some will say he prevented Saddam from getting too powerful and conquering most of the Middle East, others will say Saddam would have given up dreams of conquest anyway. The problem with the whole "lessons of history" concept is that one never really knows what would have happened if things were done differently, and one never really knows which "lesson of history" or whose version of it applies to the current situation. Presidents can only do what they think is best and hope for it was for the best. Well, as the only president of the 21st Century, he is both first and last in rank.
